PCN - 52 Redbridge, 2 PCN at the same Location Same Offence

Because i’m Young and very foolish (as my username suggests) i’ve Managed to commit the same offence twice. I went through an area that cars aren’t allowed to go through, i’ve Viewed the video online you can clearly see my car go through and clear signage. i’ve Attached the PCN any help you can give me would be great.

If it’s any help the timings you aren’t Allowed to go through are 4-7pm and one was at 4:07pm. I also read online that it potentially used to be 4:30pm but i’m Not sure

You're bang to rights on the contraventions I'm afraid, so you're looking for a technical defence on the wording of the PCN or that the Council changed the restriction times without amending the Traffic Order. You can find out the latter from the Council, some publish their Traffic Orders online - if Redbridge is not one of them, you'll have to go to their offices and ask to see it.
If you could post up the rest of the PCN, the experts can take a look and advise.

I also noticed on the 1st pcn i got the date of contravention was 29th August and the date of the notice was 12th september but I didn’t receive it til the 13th, is there anything about a time period in which the council has to send the PCN?

Presumably you are the registered keeper, you live at the address on the V5, and you haven't moved recently?
Posting on the 12th and you receiving it on the 13th is fine - the gap between contravention on 29th August and posting PCN on 12th Sept. may not be.

If it's leased/hired, the PCN goes to them (as keeper) first, they then inform the Council who the lessor/hired is/was and the Council re-issues the PCN to them. Maybe you'd just bought the car and your name wasn't on the V5 same thing happens.

My dad is the registered keeper and it’s at the same address I live at and I had received the V5C document a few weeks before the contravention date.

If your father is the keeper on the V5C then he is responsible for the PCNs (payment or appeal), and for payment if an appeal is lost. If there are no credible appeal arguments, best to pay the discount, I reckon.

The date on which they may increase the penalty looks wrong.
