Yes, I did get inspiration from the guy who did it with the DVLA a few years back...
I’d love to see if they have a template response for this one! Chew on this one, Kingston Council: Dear Sirs, I wish to submit representations against the above penalty charge notice. I was unaware that evening restrictions applied to this car park, as the signage was not clear. Moreover, should you not accept this representation, I wish to invoke my ancient privilege to settle the matter through the means of trial by combat. I must draw your attention to the fact that there is legal precedent for matters being settled this way. I shall meet the most noble warrior of the Royal Borough of Kingston Upon Thames in a location of your choice, for a swordfight or jousting battle. If you choose the latter, please advise me if your knight shall be using the customary council parking enforcement moped or shall employ the traditional style of arriving on horseback. If he chooses a moped, I shall have to ensure that I arrive on a horse with very short legs, lest I have an unfair height advantage. I do not wish to act unfairly in any way - such as, you know, issuing parking tickets to vehicles at 7:39pm in a suburban car park. You know what I mean? I look forward to hearing from you. Yours sincerely, Michael Gibson |

Trial by combat does not apply under The Civil Enforcement of Parking Contraventions (England) Representations and Appeals Regulations 2007 so this is not going to wok.
