If I was videoed by a Speed Camera Van at a relatively high speed on a dual carriageway should I expect a NOIP or do some forces just wait to serve a summons within six months.
Surely the whole reason for a NOIP applies at any speed for fairness of process? or do I have to sweat for six months? |

They must send you a combined NIP and s172 request, otherwise a conviction is impossible to obtain. For one thing, they wouldn't know who was driving, and secondly, because unless they serve a NIP, they'd have to serve the summons within 14 days instead.
That doesn't mean a NIP/s172 hasn't been sent and got lost in the post. Also if the vehicle is on hire or lease, the first letter goes to the registered keeper and it can take some time for a follow-up s172 to reach you. -------------------- If you would like assistance with a penalty charge notice, please post a thread on https://www.ftla.uk/index.php

As they don't know who was driving, they clearly can't just send a summons.
They have 14 days to take one of a number of actions, but the only way to establish who was driving is via a Section 172 request requiring the addressee to name the driver, this will normally (like 99.99% of the time) be sent along with a NIP (on the same piece of paper) initially to the registered keeper within that 14 days. Once they know who was driving action can only then be taken for speeding.
