I parked up on Paignton Seafront and started a Ringo session on my phone, but was unaware that i had selected my wifes car instead of my own. When I got back to the car I stopped the session but found a PCN on the screen. I have appealed and explained the situation showing screenshots of the app with both cars on there and have even sent them my home CCTV footage showing her car in the drive at the time the ticket was issued ! They have refused it as " a parking session is only valid for the registration entered when starting the session" and "there would be nothing to stop two vehicles being parked, but payment only being made for one". I feel that I have paid for the parking session with proof that the vehicle that was being paid for was NOT parked there at the time. If it helps, it is Torbay Council that I am dealing with. Should I take this further as I feel the CCTV footage proves my appeal. Many Thanks in advance.

Let's see the PCN and correspondence.
At the moment seems like mitigation pnly but actual wording is important |

So they say you could have park two cars but are not suggesting this happened - as you did provide evidence you were not.
I would go on with this as it's only £25 at stake and they have pretty much admitted that the reason they enforce - the old two car chestnut - did not happen. I also reckon their policy puts them on the back foot for an 06 code which I presume this is as they have 1st time cancellation for various honest errors: 06 Upside down P&D 1st offence only if mitigating circumstances P&D with vehicle registration 1st offence only Breakdown and Emergency Parkmobile 1 digit incorrect 1st offence only Parkmobile GPS error – if several car parks in some location Emergency unmarked vehicle – evidence from employer Blue Badge error 1st offence only https://drive.google.com/file/d/14xwtsI7H05...U-39cMEeTC/view |

Please show us the PCN, the council photos, and give us a link to the location on google streetview.
