Once a Scottish court issues a Summary Order, it can be registered in an English court. This al ows English
enforcement to be used – e.g. enforcement agencies such as Equita.

Time Limit: English authorities must initiate proceedings within the timeframe stipulated by Scottish legislation
for PCN enforcement.
Scottish Traffic Laws: Scottish traffic laws and procedures may differ from those in England.

Just want to get some things clear.

If a council in E&W issues a Charge Cert to a Scots resident, they can't register it as a debt at Northampton as it has no jurisdiction north of the border.

What do councils do instead? Can they hand off to Sheriffs officers to collect?

I would imagine this is a regular occurrence in places like Carlisle.

As the OP lives in Scotland there won't be an Order for Recovery as the court in Northampton has no jurisdiction over Scotland.

The next step is when Sheriffs officers step in and arrest bank accounts.

It might be a big ask to write to Cardiff and see if they will rescind the CC. Don't ask don't get.

Permit parking ends in the other direction. CEO has you bang to rights.

Unless there are flaws with the follow up paperwork i.e. NTO it may be best to pay up now.

CP Plus don't comply with POFA 2012. The easiest appeal is to challenge them on this. The rest of the narrative is surplus to requirements.

They have to prosecute the driver. Unless you admit to driving or you tell them who was driving they will not succeed in court.

This doesn't stop them sending debt collector nonsense saying the RK is liable.

Just file the scary letters away until you get a letter called "Letter before claim". Then you will need to act.

Did you seriously think they would accept your appeal or indeed any appeal?

You will have to brazen out the demands for payment from debt collectors and you might get a court claim within 6 years.
