Didn't receive initial post, only notified after 2 months

Hi all,

Today, I received this Charge Certificate in the post saying that my penalty has increased to £105 (50% increase from the previous £70).

Apparently I was either written a ticket or sent a post (I received neither) on 26th September along a slip road with parking in the A30 London Road next to the Camberley town centre. Upon research, the slip road was apparently split into two halves, one for permit holders and the other for non permit holders and the car may have been in either one of those. Honestly, this was two months ago and my memory is that of a goldfish. Also, the signage there is just stupidly placed but I should've learned that parking in the streets is always a gamble.

But that isn't my main issue. I imagine that the first notice would've given me the option to pay a bait discounted penalty of £35 so I went to their website and tried appealing because I was hoping to either get rid of my charge or reset it. I had the option for an informal challenge and a representation:

I couldn't continue with the informal challenge because it was past the 14 days since 26th September so I tried their representation and it asked for a web code, which they said would be on the Notice to Owner. Is the Charge Certificate and the Notice to Owner the same thing? Because I can't find a web code in the letter or am I going crazy? And is there a way to find out your web code??

I have read in another post on a different website that an Order for Recovery would follow this letter if I wait it out and I can tick a box saying I didn't receive a notice but I feel somewhat uneasy but that certain issue was resolved anyways due to a faulty document. Surely, the two months they made me wait until I got a notice amounts to something.

What do you think my next step should be if I can't get a web code? Should I try getting in touch with someone from the council? I have tried calling people on the other end whenever I got private PCNs but I keep reaching dead ends with robots. Would it be different since its a council PCN?

And, to be fair, without reading back, I don't recall any of us specifically saying not to contact the the council.
I was going to myself as OP mentioned it but couldn't be bothered to be honest; given everything else going on.

I don't think we say to never contact the council, but the enforcement process is defined in law, and anybody that steps outside of the process needs to be aware of ot, and to make sure whatever promises are made on the phone are actually confirmed in writing.

The issue is not talking to the council if you know the process and pitfalls.
It is talking to and relying on the council when you don't.
That is what catches people out and leaves them in deep doe doo with no way of recovery.

You have no idea what technical arguments you might have, so you might as well let us double check in due course. The fact that the contravention might be banged-to-rights does not mean that there are no grounds of appeal.
