Hi
My brother parked in a 15 minute bay at his university and received a ticket today 05/03/2019 10:00, he came out and noticed it and then moved his car to another 15 minutes bay while he went to get some cash out to buy a parking ticket. However he took his time and when he came back he found another parking ticket on his car at 12:00. Also on the ticket it says the car was observed 30 minutes before ticket was issued and it was issued by the same person. Is there anyway out of this situation. Who issued the ticket?

Yikes. Stupid. Having already gotten one charge to get another...sigh.
1) Get pictures of signs. Today 2) appeal so the appeal ARRIVES at day 26, day 0 being parking event. Usual appeal - could just use the BLUE appeal on MSE forum newbies thread. The timing is key. First are likely to forget to apply to teh DVLA for keeper details. Make a SMALL error in the KEEPERS address or name - Grene instead of Green, for example - so ti will still arrive, but will obviously NOT match the V5 name and address. WHen the rejection letter or NtK turns up, you then do a subjectaccessrequest email to the DVLA asking who acessed and when. See what the answer is. If they do not apply to the DVLA for details and / or fail to serve a NOTICE TO KEEPER, the JKEEPER is not liable and this WILL WIN at POPLA. |

A forbidding sign? No offer of parking to non pharmacy. It was the only parking left there, he went to withdraw some money but took too long and came back to a ticket. It was misused the first time but second time he parked there to get some cash Is there anyway out of this. For example telling them your the registered keeper and your under no obligation to make the driver |

You're misunderstanding
Forbidding means no offer No offer means no contract. Look just follow MSE newbies thread Appeal so they get it by day 26, day 20 if they only allow 21 days to appeal Make a small error in the rk address. Greene instead of green for example. |

Sheeesh... And this is university !!! The instructions said to appeal so that it ARRIVES before the date they give for appeals. So do they allow 21 or 28 dyas to appeal?

Thank you I will do that also is this the correct appeal- PCN number: I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP. There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.: - If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it. - If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end. - in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date. Formal note: Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future. So post up the PCN and the keeper emails the DVLA to ask who has requested the keeper data from the date of the alleged parking incident to today. Need to identify the keeper so that DVLA know who has requested. SubjectAccess.Requests@dvla.gov.uk
