2 bus lane PCNs in Luton - same date/time

Hi, this is my first post, so here goes...

I got back from holiday to find 2 bus lane PCNs from Luton Borough Council had arrived. I've included these below and redacted them as suggested.

I have a few issues with these, and would appreciate your thoughts:

- I'm not all that familiar with driving in central Luton, and had entered the bus lane unintentionally, having found I had nowhere else I could go. Once in it, there was no obvious way out without doing a u-turn, or following it to its end.
- Both PCNs have the same date and time, and looking at the photo and video evidence, it seems to show I was in the Park Street bus lane (having mistakenly entered from Park Street West) and then drove into the Church St bus lane. Problem is once in the Park St lane, you can't do anything other than continue into the Church St one. Is this therefore really only one PCN? - This might be splitting hairs, but the time the second PCN was issued doesn't match the timestamp on the photos attached to it - e.g. if the time on the PCN was 14.22, the timestamps on the photos are between 14:23:00 and 14:23:06. Could this be a basis for challenging?
- I've had a look at the The Traffic Signs Regulations and General Directions 2016 (http://www.legislation.gov.uk/uksi/2016/362/pdfs/uksi_20160362_en.pdf) which Luton council quote on the 'Understanding your Penalty Charge Notice' sheet that comes with the PCN. The bus lane signs I would have passed don't quite look like these, so are they legal?:

As the OP has already pointed out--once you pass the Park St West bus lane sign you are in a series of bus gates/lanes. So IMO the Council has cancelled the wrong PCN.

By cancelling the point of entry PCN the Council has unwittingly "allowed" the OP into this bus lane complex and therefore the 2nd PCN is untenable. Their decision is completely irrational to the point of Wednesbury Unreasonableness.

Exactly the SAME thing happened to me in 06.06.2018, while driving a rented car. The next day I left on holiday for two months. I had no idea about these penalties until I checked my Credit Card and noticed two Administration Fees of £42x2 from Hertz. I sent them and e-mail asking for what I've been charged. They replied to me on 30.06.2018, so even if I wanted pay on the 14 days I couldn't, because I wasn't noticed. Now after 28 days, Hertz charged me again with £90x2. A total of: £ 264 !!!!!

What should I do to get my money back?
