While visiting my terminally ill mother at the royal london hospital I got frustrated that I couldnt find a space to park anywhere in the nearby streets so parked in this position indicated by the red box

https://ibb.co/QXDZpjf - google street view

There was another car parked there further back at the time and I didnt think anything of it,

Is there anyway to appeal or faults with the PCN or should I pay the discount

Pavement parking is banned in London so there is not likely to be anything you can do. To be sure, let's see the council's pics.

Parking where you marked in red means there is no possible appeal argument other than the PCN itself having fatal errors. However, another thread on here has shown that Tower Hamlets has totally ignored legislation on another PCN aspect, so look at the PCN very carefully.

Here is council pic

Is where im parked really part of the sidewalk as it slops down to meet the road.

Also the Tower Hamlets fatal flaw seems to be related to car driving off before window ticket and getting the PCN in post so is not valid in my case

I think we helped win a case where someone parked illegally while picking up a relation who was a patient at the Royal London - I know the area and parking is a nightmare.

But just visiting isn't going to work as mitigation unless it was an emergency visit (and you have our sympathies of course, but an adjudicator would probably say why not use public transport or park further away).
