I have just received a PCN from Wandsworth Council, the offence happened on 04.12.18 and I have only just received the notice (dated 01.06.20). This is the first I have heard regarding this. Is there a limit to how long after the event they can notify you? The charge is for £130 and it says I have missed my 14 day period to have a discount.
Any advice would be brilliant. |

Is it a lease car? or
Do you hold the v5c and is it in your name and is the address on the NTO the same as on the v5c -------------------- All advice is given freely. It is given without guarantee and responsibility for its use rests with the user

On the face of it, the NTO is void by virtue of having been served outside the maximum permitted under the regs of 6 months from the date of the PCN. But OP, the whole story pl. The PCN was served in 2018. NTOs don't offer discounts. As regards 'this is the first I've heard regarding this', you need to flesh this out pl. Were you the registered keeper at the time? Were you or someone you know driving? (pl don't beat about the bush here, we need to know and does not change the issues of liability one iota). Reps must be made by the person to whom the NTO is addressed (is this you?) and they MUST be made no later than 30 June whether you think the PCN or NTO are invalid or not. |

I own this car and v5c is it in my name and the address on the NTO is the same as on the v5c.
I have not already submitted a previous witness statement in relation to this PCN. I was the registered driver of this car and would have been driving at the time. I have not seen/had any previous correspondence in relation to this offence previously. Thank you so much for your help with this. |

Just write a simple representation:
Dear London Borough of Wandsworth, There has been a procedural impropriety. The alleged contravention is said to have taken place on 4th December 2018 and the NTO is dated 1 June 2020, some 18 months later. As the NTO has clearly been issued far beyond the expiration of the six month time limit, service of the NTO is a procedural impropriety and the PCN must be cancelled.
