Hi
Hope everyone is well this is my first ever post, on the 16/10 I was issued with a PCN failing to display a ticket. I didn’t have correct change so I quickly popped in to get some change. By then I was issued with a ticket. I did buy a ticket afterwards but I was angered at the time. I have uploaded the PCN and the ticket I purchased. Please can you help me ? Regards |

Popped in where to get change?
Once you leave the car to say go a shop to get change you are bang to rights on this. PCN says the car was observed for 5 minutes, so this wasn't 'popping'. |

I bought a P&D ticket 30 minutes after being issued with a PCN for.. not having a P&D ticket.
Which leaves us with possible technical defences e.g. incorrect signage/road markings, irregularities with wording of the PCN and prospective procedural improprieties. The authority's photos of your car in contravention would be a start. |

Unfortunately previous adjudications are against the OP, and have been for many years. Time spent going to get change is not grounds for cancellation, whereas time spent obtaining a ticket is, (like going to a ticket machine, or making a PbP call to pay).

Perfectly acceptable reply timeframe (in fact the regs do not even require a written response at this stage).
