Hi all I am in dire need of help and have come here today and joined this forum to seek assistance.

Long story short I stayed in the Park Royal Plaza Hotel back in 2021 summer and used there private parking admittingly I asked if I could pay in the morning as I had forgotten my wallet in the car and woke up completely forgetting to do so. I have since been kicked out the family house due to irreconcilable differences and the very next 2weeks was sofa surfing at diffrent people's houses and being a guest.

I did not think twice about that night until today when my mortgage application was denied I have a pregnant new wife and no home before she gives birth I joined experian to see why I have a CCJ and find a 315 fine by these people through the Civil national business centre.

Upon speaking with them they told me all the info and who where etc. I cannot reach this CEL as they only have payment line. I wish to find a way to set aside and dispute the validity of the ticket or pay in full and remove it from credit file as a set aside ccj.

Please can anyone help or advice me because this ruined my credit score and I cannot get a house for myself or my newborn on the way!!

You are unlikely to be able to speak to them - letters only...

You will either have to apply for a contested set aside (£275 fee) or agree with CEL to settle the debt if they agree to an uncontested set aside.

There's no other way to repair your credit history.

From your description it seems the charge was correctly issued - and probably due. (Although the amount they requested would have been challengeable)
