You are just, but only just, below the level at which it would go to court, so after you return the form you should expect to receive the offer of a fixed penalty of £100 + 3 points. No defence is apparent from what you say.

As above, up to 85 in a 60 gets offered a fixed penalty, the same as you could get for doing 68.

No obvious avenues of defence (Location, timing of NIP, signage or order) and it doesn't sound like you believe you were not speeding anyway.
