Westminster PNC Parking Suspended

Hey,

I just got a PNC for parking my motorbike in a suspended bay and I feel like an idiot because I did not see it even though it is right above where I parked.

I parked at around 9:30am in my usual space, didn't think anything was unusual as there was about another 15 bikes parked there too without any PNC's at this point (Nearly all bar a few got them).

Code 21g
Parked wholly or partly in a suspended bay or space - motor cycle bay

If you are looking towards the building, after 3 bikes on my right none of them got PNC's.

15 metres 3 spaces then underneath 3 M/cycle bays.


From where the start of the bay or the post? If the post in which direction? The sign is a bit ambiguous

OP is on the back foot with this one. TBH I'd pay it at the discount.

The suspended area is a bit ambiguous and whoever made the sign out was obviously thinking about car spaces (3 spaces = 15m). That is the only possibility of a challenge but IMO it would be weak.

I was wondering if this was an avenue, didn't know what they meant by that but I guess it means car spaces. The 3 spaces part didn't make much sense to me.

Focus on the second part of the area 3 motorcycle bays, Start from either end and you parked beyond 3 motorcycle bays. And if you are supposed to start at the sign, how do you know?

Will do thanks, out of interest, how do I know where a motorbike bay ends and begins? To me the whole thing just looks like one big bay.

IMO the signage is inadequate. The bay is entirely located outside number 53: https://www.google.co.uk/maps/@51.5098817,-...6384!8i8192

The bay is over 21 metres long:



So how on earth do you work out which part of the bay is suspended? And where is the unsuspended 7 metre section?

Seems to be around 15 metres, the is a little area that you can still park on.

Dear Sir or Madam,

Due to inadequate signage, the alleged contravention did not occur. At the time when I parked my vehicle there were signs in the motorcycle bay which stated the restriction extended for 15 metres. However the bay in question is just over 21 meters long and there was no indication of which portion of the bay constituted the 15 metres that were suspended, or where the 7 metres which were not suspended could be found. In the circumstances a motorist, no matter how diligent, would not be able to ascertain where within the bay parking was still permitted.

On 19 June the council installed barriers along a length of 15 metres starting on the southwestern end of the bay (see attached picture), thus confirming to motorists that the 7 metres closest to the northeastern end off the bay were not suspended. At the time when I parked, no such indication was available so the 7 metres of the bay that were not suspended were indistinguishable form the 15 metres that were suspended. This ambiguity means that the signage at the time when I parked was inadequate and it follows that the alleged contravention did not occur.
