Annual permit for any car in zone Options

Someone is trying convince me that councils should issue an annual permit to park any car provided you have no car of your own (so you can park hire cars, visitors etc). I know some councils do this in quietist areas but he's talking about inner London and I say this would be open to widespread abuse. I think I'm right.

There was a lady on parking hell who managed to get a permit despite not having a car.
So she took over a parking space and created a little picnic/rest/garden area.
Seemed very proud of it.
Feck anyone with a car trying to find a space.

No, this is a friend of mine who lives in south London. He doesn't have a car but often rents and borrows cars. he wants a resident's permit he can stick on any car as using vouchers is pretty expensive. These permits do exist in some council areas where parking isn't a big issue but in London what's stopping someone selling it to a commuter, as it would be very hard to police - there would have to be some kind of time limit check and I can't see councils investing in more IT to do this.

However I do see his point but can't see a solution.

I once had a council issue me a shared permit (for two vehicles I owned), which had both reg numbers on it, but that was not common, and I doubt I could have forced them to give it to me.

Our council residents parking permits are all registered online and no paper permits are issued.

Any resident living on the streets covered by the permit zone can have up to two cars per permit (obviously the two cars cannot be parked on the road at the same time). The attendant has a little hand held computer that checks the permits.

If you do park both cars on the street with only one permit covering the two cars, the first one is accepted and the second one ticketed as the hand held shows a conflict as the permit only allows parking on the street for one car.

OTOH you can pay extra to have two permits if you want and this allows two cars to park on the street at the same time, however there is a maximum of two cars that can be registered at the one address.

As car sharing clubs and short term hires become more popular (potentially even the norm in some cities), I think this is something councils will need to address. If you hire a car you need to park it somewhere, and ultimately your not using the permit all year round, so will be helping congestion in the long run. Therefore it only seems fair councils accommodate parking requirements.

I can see the point about flexibility to accommodate people who don't own a car but still need to use vehicles.

My own borough (Hackney) offers 3 month permits at about £25 for a low CO2 car, and also has a lot of car club bays. Not all London boroughs do this.
