Failed to enter reg on machine inside Doctors

The keeper has been issued a PCN dated 9th February 2018 for an alleged parking offence on 6th December 2017.

The driver was allegedly parked form 15:35:22 to 15:49:40.

This is my GP surgery. My daughter had an appointment there on this date and I have a stamped appointment card reflecting this fact. The parking runs on the basis of entering your registration on the machine inside the surgery which it is alleged the driver failed to do.

Does the keeper have grounds for an appeal? The parking operator/ company is "Civil Enforcement" based in Liverpool and there is the offer of an appeal directly to Civil Enforcement, and then if unsuccessful to POPLA.

Any help or guidance appreciated on the likelihood of a successful challenge to this notice.
