new mot but garage is no repair garage, ie a council test centre

With the new rules, what happens if the vehicle receives a dangerous fail. The Council MOT centre do not do repairs, does that mean that the vehicle will then require low loading away? How can the Council MOT tester then verify that the dangerous fail has been repaired IMMEDIATELY? Because clearly the vehicle will have needed to leave the MOT centre

This is not a new rule, it's always been illegal to drive a vehicle in a dangerous condition, and such vehicles could already only be lawfully removed from a test centre on a tow truck.

It would also have been an offence to drive it to the MOT in a dangerous condition even though it hadn’t yet been tested.

In other words it’s something that hasn’t changed at all and shows a lack of imagination by the aging ferret.

Driving a vehicle that’s failed

You can take your vehicle away if:

your current MOT certificate is still valid
no ‘dangerous’ problems were listed in the MOT

Otherwise, you’ll need to get it repaired before you can drive.

If you can take your vehicle away, it must still meet the minimum standards of roadworthiness at all times.

You can be fined up to £2,500, be banned from driving and get 3 penalty points for driving a vehicle that has failed its MOT because of a ‘dangerous’ problem.

There is no new offence though AIUI, if it's in a dangerous condition you shouldn't be driving it, the fact you know would remove mitigation but nothing else.

Of course that assumes it is actually dangerous.

Where are garages supposed to store all the cars that can't be removed for repair ?

There's something to be said for a pre-MOT to identify the dangerous faults before they have to be officially recorded

i am not an engineer or mot tester i asked, simply because, as a car owner, i saw that it appeared that a new category had been introdued. my apologies to the rookie for my failure of imagination

I can't get my head around who thought it was a good idea to tell the media there have been changes.

Other than the rules on DPF's etc., its just the reporting system thats changed AFAIK. No difference really to the consumer.

Lots of items have been added to the test, and lots of items have been removed from the test !

An example of items removed -

brake fluid level below the minimum mark
master cylinder cap missing
brake fluid warning lamp illuminated or inoperative
power steering fluid below the minimum mark
trailer electrical socket insecure
direction indicator flashing rate
one of two registration plate lamps missing or inoperative
several audible warning defects
many items ‘insecure’ but not likely to become detached

An example of items added

brake fluid contamination
additional braking device performance
daytime running lamps
front fog lamps
reversing lamps
bumpers
prop shafts
all rear drive shafts
cab security
cab steps
floors
passenger hand grips (quads and heavy trikes only)
noise suppression material
undertray security
emission control equipment:
oxygen sensor
NOx sensor
exhaust gas recirculation valve
other emission control equipment
engine malfunction indicator lamp
diesel particulate filter (DPF) tampering
fluid leaks - engine, transmission and so on

Some of it is a complete farce !
For example -
Reversing lamps have been added for vehicles first used on or after 1 sept 2009 - but....
Vehicles may have 1 or 2 rev lamps and both should work..........

Taken from the new Mot manual..

One or two reversing lamps may be fitted, but they must all work.
all showing white light to the rear
2 showing white light to the rear and one on each side
Defect Category
A reversing lamp inoperative -Minor
A reversing lamp lens defective - Minor
A reversing lamp: not securely attached - Minor
likely to become detached - Major

So you can only "fail" a reversing lamp if it's about to fall off !! not if it doesn't work !!

Dangerous = fail
Major = fail
Minor = pass

Other farce...
Diesel emissions
Testers are supposed to "find" the manufactures emission figure for the vehicle they are testing.
This figure may be listed on the chassis plate, on a sticker under the bonnet, on a sticker on a bonnet hinge or any countless other places !
But this figure is not marked to say what it is - just a number displayed with many other numbers.
The tester has the option to select "not found" emissions machine to then test at a much higher limit - for example - manufacture sticker may say 0.60 but default limit may be 2.5. So, how long is tester supposed to "hunt" for this sticker before testing at default limit.
There currently is no list available that contains all sticker locations for all manufacturers.

That's the bit that bothers me, not only KK but many other places use MOTs as a selling opportunity for items that aren't strictly needed, failed or indeed dangerous.

There will still be garages offering MOT's without the car ever leaving your driveway... unfortunately they'll see a spike in business if people are concerned they have a car which won't pass at a legitimate garage.
