Hi, I received a pcn last week in London Borough of Havering for parking on single yellow during restricted hours. Contravention 01 parked in a restricted street during prescribed hours but the pcn states observed from 09.09 to 09.09 so not even a minute. I had actually parked to take an elderly friend of my parents in to their house after taking them shopping and had the ticket when I returned and there was no ceo in sight to explain. Are there any grounds to me appealing? So annoyed with myself and my good deed could ending being an expensive one.

Assisted alighting is an exemption.

Post the PCN, council pics and Google Street View of location.

Put pics on https://imgbb.com or such like.

I can’t see anything on the ticket that says I can view photos what the ceo took. Just looked on Havering website and found them:

You challenge stating what happened.
Simple and to the point, if friend can sign a brief statement, ie X took me shopping on date???, we visited ????, on return I needed help to get to my house and my friend kindly assisted me.....include a copy

I parked solely to assist my disabled/elderly/infirm friend to alight and help them into their house.
Spending only as long as needed to ensure their safety and returning immediately to the vehicle to move it, finding the PCN when I did.
My friend lives at address???, is age? and suffering from ????/has a Blue Badge (copy appended)
Please accept that the vehicle was parked solely as needed for an exempt activity, ie Assisted Alighting
I look forward to confirmation of cancellation

Tweak to suit specifics but keep in only as long as needed and assisted alighting.

I’ve received a notice to owner stating I haven’t appealed or paid the original pcn (which I did and have the reference number) I’ve been advised to now make formal representation from this notice to owner. I’m so annoyed. After querying they have said the letter of response to my appeal was sent and declined and because it has not been returned to them then they take it that it has been received. 😡

Okay, you have to deal with the notice to owner now, challenge can be similar to what was sent before.

But run that past us again on the informal rejection.
I get that you did not receive but got lost about sent and not returned?

Did you ask for a copy and when sent ?
