Because of the timescales.....no--one cares for car sales in 12 years time if Brexit will kill the economy in 12 months time! (that was an if before I get called a remoaner) so the current issue over Brexit are far more important to most people than EV strategy.
And if I hear a remote emitting EV being called zero emission one more time.......In the UK the 'well to wheel' emissions of an EV are about 20% better than a small Diesel car, not zero. Because any government promises to do something by 2030 or 2040 are basically meaningless because anyone makin them knows there is zero chance of them being held to account.
Add to that the document is outrageously vague - they want 50% or maybe 70% of car sales in 2030 to be ULV - really? That is just picking numbers from the air. At least knock up a graph and pretend you've looked on Wikipedia to get the numbers. It is infuriating because there are car companies that want to plough money into electric cars, and we have the expertise to make it happen. We have a relatively high amount of people who lease cars, and for whom renting the battery would just be part of the overall cost. We have big oil companies who will happily plough money into EV infrastructure if they are promised a market. We could become the biggest market for EVs with only tiny government investment. Thousands and thousands of well paid jobs. A chance to address the trade defecit. Decent marques which mean China can't compete. Huge competitive advantage if you get in there first. Yet everything seems to be set up to make people think EVs are some sort of fringe option, only viable if you are Jeremy Corbyn or some sort of vegan nutter. The fact they will basically work for 99% of people for 99% of their journeys if the correct infrastructure is in place is glossed over. God knows why. I think some of your 'facts' are overly rose tinted (such as the 99/99 percent) but certainly they are more viable than many imagine, and right now as a second car in a family they can work as long as you can charge overnight (a major issue in London for example where many PHEV's - research says about 85% - never actually get plugged in making them dirty hybrids).
