Retain registration on car which has no MOT, Tax, or logbook

A friend wishes to take a private registration number off a vehicle to keep the number to use later. The car has been without MOT, tax for over 20 years and he can't find the logbook. The car is to be scrapped. What is the best procedure, please?

There isn't one, too late. He needed to put it on a retainer when the car had an MOT.

He needs the V5.
If it has been SORN'd for more than 5 years it has to be taxed, which means an MOT if it is less than 40 years old. (If it hasn't been SORN'd looks like you can't take the plate off)
Most likely they will want it inspected at a test centre if it doesn't need an MOT. (Not sure whether that is just to establish it's existence or that it is roadworthy)

Thank you facade. So if it hasn't been SORN'd, ie just left in the front garden, then he just has to scrap it without being able to retain the registration?

Update. DVLA said that in this case what is required is:

- V62 application form
- £25.00 non refundable fee
- V890 application form
- V317 application form
- £80.00 fee

There is no fee per year anymore.
Once the number plate is retained this is for 10 years.

So it is

apply for logbook/V5
declare it SORN now to get it on the system (it didn't need declaring SORN if it was taken off the road before 1998)
transfer the plate.

Cheers for coming back.

Just keep your fingers crossed that it doesn't need to be inspected, as it will have to be taken to a test centre.

That’s good news, sounds a sensible improvement on the old must be taxed and mot’d.

I've had a vintage bus that hasn't been taxed since 1989, always kept off the road. I tried to change the address on the v5 and they said I can't until I want to tax it! As it's exempt and not in a fit state to tax anyway i'm at a loss what they're playing at. It's test exempt as well to boot!

Hi roythebus - to update what completed forms, etc, the DVLA required in the case outlined at the beginning of the post:

• V62 and cheque for £25
• V317 and cheque for £80
• V10
• My letter dated – explaining the cars circumstances

We were also able to add a copy of the original registration transfer for 11 UOO, but this wasn't required we just thought it might oil the wheels.

And an inspection may or may not be necessary depending on the DVLA's opinion of the circumstances/evidence/
