NTO - No addressee

Hello,

I appreciate some help with this.

Is a NTO valid if it has no addressee details, just received with the street name and post code?

Can we see it please.
Just blank enough of the address to maintain privacy but leave enough to show what is wrong.

I can guess what has caused this.

Reinstate dates. Assuming the date of the NTO is 26/9/20 it is served out of time for a contravention on 3/1/20. They have 6 months.

Is the car leased.

The car is not leased. It is my personal car.

Too late?? I believed today was the last day...

I contacted TEC about another PCN which had gone to bailiffs and they informed me that there was an outstanding charge certificate for my vehicle and that I was still in time to make a witness statement.

Which would include your name of course but they've foolishly not used it.
Instead, I guess they've re-checked with DVLA and NSL's software problem has messed it up

My suggestion is to make representations online and avoid giving your name if possible.
Say you've received an NtO at your address without any addressee so consider it invalid.

Unless others have an alternative suggestion.

Make an online representation simply stating that as the NtO is not addressed to anyone, it's invalid. We had a similar issue with TfL issuing PCNs to "The Company Secretary" and the tribunal stressed that as these are legal documents, there must be no doubt as to whom they are being served on.

Would they reissue another NTO or as @stamfordman suggested, they are now out of time?

How can I bypass entering my name and address online, as from experience the system asks for details?

TMA regs apply.

In these circumstances the authority had 6 months in which to issue the NTO. They managed this with room to spare.

The recipient of the NTO may make reps. Theoretically there isn't a recipient, but to stop the authority heaping further stupidity on their mistake just write to them and tell them that a NTO was delivered to your address which, as they will see - copy enclosed - has no addressee, therefore in law there can be no recipient. Nonetheless, you feel that you should bring this to their attention.

Can they issue another? No, it would be an abuse of power.
Might they? Who knows the limits of their stupidity?

So just write to them.
