Attached is a PCN we received. No real excuse . Forgot to pay after going for a meal and then to the pictures.
I’ve read the sticky’s re schedule 4 , making an appeal etc but not sure if it’s worth it. I know they are asking the keeper for information but I don’t believe that the keeper is duty bound to say anything.
Any advice appreciated.

Failed to comply with the requirements of POFA. No period of parking, time moving in front of a camera cannot, by definition, be oarking. No invitation to keeper 9 2 e. Warning of keeper liability, 9 2 f, not correct. What the times, you've deleted the dates

Write an appeal, post on here for critique before sending.

You've left all the identification details on the Transfer of Liability slip

The PCN doesn't, as far as I can tell, include the warning that, after 28 days, Horizon has the right to recover payment from the registered keeper if it doesn't have contact details for the driver

It therefore doesn't have the right

Look for the Ostell letter template to inform companies that they've failed to meet the conditions of the Protection of Freedoms Act and the driver won't be named

Noted thanks re the Transfer slip and I've changed it.

The times are there. The driver was parked for over 4 hours but have 3 hours free

What part of "you've deleted the dates" did you not understand? Was the notice delivered within the relevant period ?

Apologies, please go easy. I'm new to this forum and perhaps didn't explain myself properly.

The dates and times are all within limits. It is fairly recently and the PCN has been sent within a week of the date of the driver parking there.

Could you please point me in the direction of your letter Ostell as described by Redvi


Look for the Ostell letter template to inform companies that they've failed to meet the conditions of the Protection of Freedoms Act and the driver won't be named

Dear Sirs,

I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give the invitation to keeper in the format prescribed by section 9 (2) (e) of the Act.

You have also failed give the warning to keeper in the form prescribed by POFA 9 (2) (f)

You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

There is no legal requirement to name the driver at the time and I will not be doing so.

I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

Send first class with free certificate of posting from a post office
