I really need help and seek for some advise by clarifying my situation.
I just realized that I have been charged about £5,000 PCN by the car park management company. Last September, I moved into the apartment, and the letting agent told me that I was allowed to park my car in car park, but as the previous tenant did not return the permit, I could contact the agent to fix the problem later in case the management company found an issue of our parking without a permit. But until last week, I had not received any notice from the management company regarding our parking without a permit. This is due to the mistake of my car dealer who sent a wrong address for my vehicle registration and as a result, nothing had been sent to my real address, including all the letters sent from the office regarding the penalty bills which have unfortunately built up to nearly £5,000 from September till now. I would like to emphasize that I am fully entitled to park my car at the car park according to the terms of my tenancy agreement. I understand that the penalty incurred is aimed at deterring those who park without the right to and this should obviously exclude me as a legal tenant. But with the grave mistake committed by my car dealer, I am now facing a serious penalty. In this regard, I already request the appeal and talked to the manager, and she said rule is rule. Therefore, The appeal probably refused. And some PCNs already passed to Debt Recovery company. I feel it is totally unfair. The last tenant did not return the permit and the letting agent cannot provide to me. The car dealership agent submit wrong address therefore I have no opportunity to take any action but now facing a serious penalty. Could anyone give me some advise what can I do. |

So how do you stop UK CPM from issuing a pcn because your vehicle is in the nominated and correct bay.? Display of a parking permit.? Register your VRM on a whitelist.? So how do they know to leave the vehicle alone, not ticketed.? Find out and get it done, urgently, because if you don't, the pcns will continue. I cannot see any replies or answers to the TO DO URGENTLY list I have copied above, either, all should be dealt with ASAP I already drive away my car to street parking. So there will not have further PCN. |

As above, although it stops further pcns arriving, it doesn't answer the questions about how registration or a permit to use that bay are achieved

OP, only you can break this Mexican stand-off. Are you going to get the landlord's agent* to intercede pursuant to their poorly drafted(as regards being retrospective) amendment to your tenancy agreement. I don't see how we can help otherwise. We can give you all the ammo in the world, but unless you're prepared to fire it would lie unused gathering dust. * - you have still not clarified whether there are two agents or only one. The 'landlord's agent' signed the addendum to your tenancy agreement, is this the same legal entity as the letting agent? |

As above, although it stops further pcns arriving, it doesn't answer the questions about how registration or a permit to use that bay are achieved The landlord agent(a.k.a. letting agent) should apply the permit from UKCPM. then provide the permit to tenant. In this moment, landlord agent is applying a new one permit. OP, only you can break this Mexican stand-off. Landlord agent could provide evidence to UKCPM what right landlord have and what right landlord grant to me. |
