Anyone know why the exclusion of NI? And why the inclusion of Scotland?

NI is always excluded, anything extended to NI is via an SI or the NI parliament (not currently sitting of course).

Not sure what determines when Scotland is included into a new Westminster law or not.

Normally the UK Parliament will not legislate for devolved areas of law in Scotland without the agreement of the Scottish parliament / government, though if push come to shove it can do so regardless (as happened for the EU withdrawal Act 2018)
