A vehicle was given a PCN whilst parked in a disabled badge without a Blue Badge being displayed. It was a retail park and the driver was visiting a leisure facility with a disabled child and other children. The driver had an issue with the disabled child having a "meltdown" and knocking the badge off the dash. Are there any grounds for appeal? The driver contacted the leisure facility but they said they could not help and that they should contact the retail management company. Should this be done before contacting the car park company who are a member of the BPA.

Apologies if I come across that way as it is not my intention. I don't understand what you mean by proof of claim. What information have I not provided?

Proof that the car was entitled to park in the bay.

Your choices seem to be

Zero if you win in court, within 6 years, or £220 if you lose in court ( or possibly more ) , within 6 years

£100 if the charge reverts to the default daily tariff, the full PCN

£60 as it stands now ( because they say that is the current amount owing )

£10 if you accept the mediated goodwill offer by that management company

Principles are a wonderful thing , but at what cost to you ? Are you prepared to lose hundreds of pounds over it ? If you don't win ?

£10 might stick in the throat, but costs have been incurred by the people writing to you , you had free advice from us that would have cost you more from a solicitor !!

Sometimes it's worth knowing when to fight , when to bluff , or to fold ( to pay it under protest )

Afterwards , you become vindicated by helping others to beat the bullies , costing them all more in the long run , by giving coupon mad the story , by complaining to your local MP , by assisting someone else , like we do

But the choice is yours to make

Thank you to everyone that helped.

Excellent result, maybe the complaints or issues tipped the balance 😀
