13/09/2019 Observed 10:37 to 11:38

I have a works van ... very clear it's a works van and a business premises around the corner. About 150 yards.

I was moving several items and a couple of them were heavy boxes.

I made several travels back and forth and never seen an enforcer ( COUNCIL PCN)

Got back to van shortly after issue of ticket.

My understanding there was a legal case and enforcers can't dictate and decide how long a person can carry an item(s) etc

Any help gratefully received. I'll get a photo of bay and sign today and upload. Thanks for tips.

So what is the driver accused of? By the way edit your post so that the identity of the driver cannot be inferred. Use "the driver......etc.

So what do the signs say, photos would help

Normal response to a windscreen ticket is to appeal as the keeper so that it arrives two days before the limit given. As you have not given a lot of detail it's difficult to suggest any wording

This is private parking and they can do what they think they can get away with.

Was this a COUNCIL PCN or a PRIVATE PCN? Only you know...

It's a Cumbria council PCN

Appeal on the grounds that you were loading/unloading and include evidence such as a delivery note

The issue that you'll need to address is why you weren't parked nearer to the business

It is the nearest loading bay. Rest is parking discs, which were all full, or yellow lines. I thought it the better option than yellows that were a lot closer.

You can continuously load and unload on yellows.
