Hi, received a PCN on my window on January 19th which I am appealing as I believe the sign was confusing. I emailed Merton council on January 20th with my first informal appeal.
They only replied on Sunday (March 24th) confirming they are not accepting my representation, giving me another 14 days to pay at the discounted rate. That’s taken them over 2 months, seems a bit long. Are there time limits which they need to adhere to in providing responses? |

There's a 56 day limit to reply to a formal appeal to a notice to owner but no limit for a first informal challenge to a windscreen PCN. But an NTO must be served within 6 months, so that's the operational window.
