The registered keeper has been sent a 100 quid fine for staying in the below car park for 16 mins:

Just refer to The Driver

2 Date of parking event ?
Date of parking notice ?
Post up a picture of what it says about the Protection of Freedoms Act and the right to recover payment from the registered keeper

The date was 1st July at around 7pm
Letter is dated 5th July

Just picked it up yesterday as car is registered at my mum’s house.

I’ll take pictures of the letter when I get home and upload

DId the driver see the signs? Was it even possible to see the signs?

I can't even find a car park on Blossom Street York! It's a bloody big street. So no real location to identify the alleged parking space to the registered keeper, something else for the appeal. I doubt that this is an unadopted road. So no keeper liability as this was a public road and subject to RTE enforcement. Perhaps you could get the driver to identify where the car was.

I did find it, eventually, and it has notoriety BUT your NTK says that the location is Blossom Street. How is the registered keeper to know where the car is parked? There is no mention of The Crescent. Yes the appeal, as the registered keeper, will be that (1) the location is imprecise (2) The location given is a public highway thus subject to RTE and therefore could not possibly be relevant and thus no keeper liability.

The NTK is also not correctly stating 9 (2) (f) nor 9 (2) (e). There is also, as far as I can see, no period of parking 9 (2) (a). The relevant land part of 9 (2) (a) has already been pointed out. 9 (2) (h) the identity of the creditor has not been given, unless it's specified elsewhere.

Appeal, get rejection then appeal to POPLA about the POFA failures.

Post up you appeal (from the keeper) for critique before you send.

Take out the middle line in your post #14 in case they are watching
