First Parking Basildon Hospital, Parked on Renal bay

My daughter was delivered a day before the ticket date after a long painful labor needing admission and 2days stay with discharge on the morning 30/01/2019.
In that time we had parked in the parking lot and paid due amounts to the tune of £23 covering both days, see attached receipts.
On the 3rd day she was being discharged in the morning and was adviced to ask me to bring round the car to get her as her mobility was reduced due to pain from epidural and pelvic floor pain.
There was a little delay by the midwife in charge in that time when the car was brought round to the renal parking bay and when she was allowed out and resulted in the vehicle being ticketed.
Now, I have appealed sensibility to First parking who have without due consideration rejected it. In the appeal I had attached the same payment receipts I have attached here to show I was a genuine patient and had spent that much time in child birth.
I know I should have waited for 28days to almost elapse as per the advice on here but I was so sure they'll cancel hence the immediate response.
And no, I didn't admit being driver, appealed as the keeper.
Any advice to follow the rejection?

Contact the hospital's PALS department and ask them to order the PCN to be cancelled

If that fails, make a second appeal to POPLA using the code provided with the rejection letter
As long as the code hasn't expired, wait until 56 days from the date of the PCN

Your appeal can then state that First Parking has failed to send a Notice to Keeper
If an NtK does arrive, check with the DVLA that First Parking contacted them and didn't just use the details you provided

You can also include in the appeal that the company has failed to follow the British Parking Association Charter for Hospital Parking or 07-03: NHS Technical Memorandum for Hospital Parking

Make sure you mention to PALS that the delay was caused by the hospital.

Thanks for your responses. I already emailed PALS last night and copied in another hospital management email found on their site for complaints and I did state the delay was caused by the hospital. Fingers crossed that'll prompt a cancellation, if not I'll follow @Redivi advice for a POPLA appeal after 56 days from PCN date.

Both of the documents use words to the effect that parking notices should not be enforced for overstays beyond the driver's control

The Supreme Court ruled that, in order to recover charges, a parking company must be in compliance with its trade association code of practice
The Code of Practice Para 2.4 says that, where there is relevant law and guidance, this defines the standard of conduct

Section 3.7 of the government Health Technical memorandum 03-07
NHS organisations should consider issuing parking charge notices only if all available solutions have been explored. Every effort should be made to contact the driver of the vehicle in question before a parking charge notice is issued. Where they are issued, each appeal received should be considered carefully and should be successful if there is a valid reason for the delay.
