Parking ticket while loading

I got a ticket while at Travis Perkins. I have a receipt with a 14:55 time stamp which helpfully lists the weight of the items I bought as 131.37kgs.

Car observed from 14:59-15:55. I saw the warden right after he'd ticketed me.

I know I am allowed to use the resident's bay for up to 20 minutes for loading. I know councils stipulate "continuous loading". In my case I clearly was there to load something that couldn't be carried. The 14:55 timestamp isn't too helpful as it is the time they open the order, I probably finished paying closer to the hour, then went to the yard to pick the things for loading. All in all, I was probably bang on 20 minutes. Would this still count as "continuous loading"?

On a side note, that bay is almost exclusively used by Travis Perkins customers for loading. The local wardens are of course aware of this.

Forgetting when the goods were paid for, when were they ordered or selected? Before or after the vehicle was stopped?

Is this the Pay for Parking Bay opposite Travis Perkins or the actual Loading Bay round the corner?
The PCN says it's the Pay for one in which case you're bang to rights if you didn't pay to use it, and would be best advised to pay at the discount.
If it's the actual marked and signed Loading Bay round the corner outside Travis Perkins, then your get out is that it's not on Cowper Road at all, so contravention did not occur.

If the OP had to go round the shop selecting the goods that's Shopping, not Loading. Not that either matters if he was parked where the PCN states as that's a Parking Bay which has to be paid for.

It was a permit holders only bay (not loading, not pay and display). According to the London councils website you are allowed to use the bay for loading for up to 20 minutes (same seems to apply for pay and display without paying).

I had 3 sets of items to collect. I parked the car and then went and placed the order in the store. Staff collected items from the yard (I didn't go around picking items myself). I then loaded.

That can be argued as loading.
You went specifically to get three items which were going to require a vehicle.
Expected the items to be available, time taken for paperwork, paying, staff collecting goods is part of loading.
But there is a fine line between shopping and loading and you are balanced on it.

Only have 6 minutes to account for, don't go spouting on about 20 minutes or give any times, observation time is not excessive in the scheme of loading.


Simple challenge

I was collecting goods from Travis Perkins, these were heavy and bulky and required my vehicle close by.
Enclosed is a copy of the receipt detailing goods and weight.
Please apply the loading exemption that exists in London permit bays.
I look forward to receiving your confirmation of cancelation.

So my appeal was rejected with the caveat that they requested additional information as to why no activity was seen during the observation period.

I replied stating that the items were evidently very heavy and bulky, requiring a forklift to transport, plus time for locating items, loading on forklift, doing paperwork etc.

I got a response to say they still believe the PCN was correctly issued but they have chosen to cancel it on this occasion. Thanks for everyone's input!
