Phoenix Way - 3 PCNs (possibly 3 further to come) Contravention code 52J, Would really appreciate any help to appeal this!

Hi
unfortunately I stayed at the Heathrow Heston West Travel Lodge last week from Sat 8th August till Wednesday 12th August. I came to visit London with my 3 children and disabled parents who had business to deal with in london so I drove them down.

I have stayed here a good few years ago and always used Phoenix way to access the hotel with no issues at all. Unfortunatey I arrived back home to 3 PCNs so far and am expecting 3 more by counting the numberr of times I think I used this road. I am devastated.

I have read through many of the other posts relating to Phoenix Way and can see that past evidence provided may not longer be relevant due to the TMO being amended or something. Please can somebody advise if I have any grounds to appeal these PCNs?

The only mistake I see on the PCN is that they have my title as "Miss" instead of Mrs: Unsure if that could make it invalid at all?
Also I have seen many posts before referring to the contravention code 52J which in the past maybe should have stated 52JM: Is this still the case?

I have attached one of the PCNs for you to see, the other 2 so far received are identical to this one. I have requested CCTV footage which I am waiting on.

I would really really appreciate any help at all as I am so lost with this and what was a budget trip to london had now become a very expensive and stressful trip.

An approach that can be successful is to pay the first one and ask for the others to be cancelled because you didn't know anything was wrong until later.

Others know more about this common location.

Please can you advise how I do this, once I pay the first one do I then make representations on the 2nd or any subsequent ones giving details that I was not aware about this till i returned home and have paid the first fine and request them to cancel the fines following the first one?

Its just there is no phone number to discuss it with anyone before making payment?

You cannot discuss anything with anyone, all you can do is pay the earliest PCN at the discount and then make a representations against the rest. There are no good avenues of appeal left at this location so persuading the authority to accept payment for one PCN is the best you can hope for.

I saw a win not so long ago the reasn being a blue warning sign saying no access to M4 it was found to be confusing if you were only accessing the hotel

I apologise for the PM, the stress this has caused me is unbelievable. How would I go about making representations for the rest? what kind of thing should I be looking to say in the representation? any help will be much appreciated as I have never had to deal with anything like this before.

Is there any way for me to find out if its still there? unfortumately driving back there to take a look is not an option as I live over 200 miles away.

I would suggest foi@hounslow.gov.uk however you will likely not get a response in time to preserve the discount, so you'll need to make a request under the EIR immediately (you can't use FOI for this sort of request) but also send representation of some sort representation on the 14th day in order to preserve the discount.

Thank you for the information, but I am confused when you say make a request under the EIR.... do I send an email to foi@hounslow.gov.uk requesting to find out if the sign is still there?

Do you know how I can have a look at that case that recently won based on this motorway sign?

I was over that way and had some time to kill so had a look for you. The blue sign has been removed, this is how it is as of this afternoon:



I know it is easy to miss these kind of things when you aren't expecting them but there is plenty of warning so it seems to me that you would struggle to argue on signage unless someone spots any errors, in addition to above there are two signs at the junction with Cranford Lane and one half way down Phoenix Way:



There are also two yellow signs shortly before the junction on Crawford Lane in both directions:

Looks like I won't have much to argue at all. Really did not notice any of these signs but to be honest just thought nothing of using the road because as i said i had stayed here in the past with no issues at all.

I have 3 PCNs for the offence on the following dates:

08/08/2020 date of notice 12/08/20
09/08/2020 date of notice 13/08/20
10/08/2020 date of notice 14/08/20

I recieved them, one the 13th, and two on the 15th August

I thought there would be more but they havent come through so far and when I enter my Registration number on the Hounslow Parking Page to view a PCN the 3 I mention above are listed on there.
