One of us has picked up a NTK for parking in the MEDIA CITY car park Manchester.
NTK states PARKED AFTER THE EXPIRY OF THE TIME PURCHASED. Contravention date : 21/03/2019 Issue date 27/03/2019 EXCEL Crooks are asking for 100.00 within 28 days, however will accept 60.00 if paid within 14 days, ie no later than 10/04/2019. Looks like Excel are just as bad as the other car parking crooks out there. We have not made any contact what so ever as yet. Our next steps should be, what ? Thanks to all with valuable experience. Date of receiving PPN?
Good you have not given any clue to who drove and for not contacting them. Can you post up a copy of the PPN both sides with personal details redacted. |

How long was the overstay?

How long was the overstay? . Just an hour. We have discovered that the thing that takes the pictures, and puts the initial sticky on the windscreen, does not work for Excel. The company is VCS Ltd. So whose name is on the signs? They sometimes swap between the two names and get it wrong.
The PCN is not compliant with POFA 9 (2) (f). "issue" is not the same as "given", can be a difference of several days. Haven't looked for any more. |

This is what Ostell had recommended to other people
Dear Sirs, I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give notice of keeper liability as prescribed by section 9 (2) (f) of the Act. Amongst the many other failings to comply with POFA requirements is failure to give the invitation prescribed by section 9 (2) (f). You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper. There is no legal requirement to name the driver at the time and I will not be doing so. I do not expect to hear from you again, any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct. Yours etc First class post with free certificate of posting from a post office. Web page then screen print each page and take especially care of drop downs that revert to "the driver". They are members of the IPC so, that`s why no POPLA.
Generally the advise after initial appeal is not to appeal to their appeal kangaroo system. |

Sorry for late response. What is meant by “webpage...” is if you choose to appeal online rather than by post, take a screenshot of every page and be careful of any drop down boxes that revert to “the driver” thereby making the appealer seem as if they were the driver.
