I wanted to find out if there were any grounds for appeal for the following which was received

Of course you appeal. The main appeal is forbidding signage, as you have been told. They can't on one hand forbid parking and then on the other pretend that there is a contract to park created. They therefore can't charge for items agreen in the alleged contract nor charge a penalty. Check POFA para 8 and see what is missing

You also want to see proof of their right to charge

That is the Notice to Keeper, and would be sent anyway, regardless of appeal.

Of course you can stop to drop keys off, and you will be defending a court claim in 2019 so you need to stop worrying if you have grounds for 'appeal' because PCM turn them all down and you won't be trying IAS. The appeal is pointless.

These cases are won at court stage so get a letter signed & dated by the resident, confirming you were dropping keys off. This will be useful at evidence stage, for your local court.

Are you a letting agent? You need to talk to the Managing Agent (MA) of the site to get your vehicle white listed of course, and to see if they will get this one cancelled for you to avoid court (you are likely to win and this is NOT to be paid, but cancellation is much less hassle for you). You could threaten the MA with saying you will remove your business from their site entirely, or start charging them for every ticket you receive, unless they white list your vehicle or provide you with a specialist permit allowing keys to be dropped off or for people to view the properties.

People like you do NOT have to live in fear of scum parking firms. You need to lobby the MA and if need be, boycott locations in future where a scumbag PPC infests the car park, and tell the MA why you are no longer managing properties there in future, because they allow an ex-clamper with a predatory regime and no fair appeals procedure to sue people, and obviously neither you nor the tenants can be subject to that risk and harassment, so you are out.

The lady didn't ring me back i will call again.

Am i just asking them to have it cancelled given I had business to attend to on the premises?

You could try the conversation that SRM suggested but, having been in the business, I have a feeling the shoe is on the other foot and they won't give a toss about you declining any new management instructions in that block! Otherwise, see if they are prepared to help a professional colleague and arrange cancellation. They can only say no!

Thanks cabbyman will do just that, i raised a maintenance issue which they still havent dealt with so maybe they can work with me to get this cancelled!
