1st time in Carlisle, parked in disc zone, obtained disk then set the wrong time - one hour too early. As a result when I returned 40 minutes later I had a PCN code 35 "Parked in a disc parking place without clearly displaying a valid disc".

The photos clearly show the disk with the wrong time

I appealed on the grounds that their own photos show a "valid disc" with, admittedly, the wrong time and that my dashcam shows my time of arrival and departure and the clock on Tullie House Museum & Art Gallery recorded by the dashcam supports this. I can also show that whilst I was allegedly parked in Carlisle I was in Bassenthwaite.

They have rejected the appeal on the grounds that it's my responsibility to set the clock correctly.

Is it worth pursuing a further appeal at the TPT or should I just pay up?

Post your challenge and their reply. And the PCN.

Put pics on https://imgbb.com or such like if you run out of space.

We need to see the PCN, the council pics, and a link to the location on Google Street View.

Sorry for the delay, I was waiting for the reply, their argument seems to be that regardless of evidence to the contrary that I am guilty.

I can show that 30 minutes after I had allegedly arrived in Carlisle I was in Bassenthwaite some 25 miles away.

I can also show my arrival & departure in Carlisle based on the Tullie House clock which matches the Dashcam.

The code 35 they for the PCN use covers both not displaying a disc and displaying the wrong time

Additional attachments are the PCN, the NTO and the letter

Their letter is obviously intended to be a rejection but nowhere does it actually say it's been rejected, unless I'm missing something.

All it does is say the PCN was correctly served, which we know.

They sent the NTO pretty sharpish so you have nothing to lose now by making a formal rep.
