Please can someone point me in the direction of TPT/PATAS/LT key cases whereby it was stated that a person cannot be expected to have an 100% accurate watch/clock? I've got a TPT adjudication where I'm four mins after the start time for a SYL.

Also, does the London Council's CEO handbook apply to EAs outside of London? Reigate and Banstead is this one. If not, is there an equivalent?

Hate to say it Mike but I think 4 mins may be pushing it a little far.

Reference cases I can think of tend to be within a minute and IIRC, Statutory Guidance says two minutes "grace" on yellow lines.
But would need to check and is guidance not fixed in stone

the reason for the CEO handbook request, in case anyone is interested, is re obs periods for SYLs.

Another point is that the PCN is timed at 10:04, yet the photos are times 6 hours later! I've got this covered though.

Observation is not a grace period and as we know CEOs will issue if they are reasonably sure that there is no exempt activity despite say 5 mins observation guidance. Proving the exempt activity then does bring policy into play.
