My friend was driving in a car park at 0030 this morning, he was waiting to pick someone up, meanwhile he was showing off doing wheel spins and a few somewhat fast turns, the car park was completely empty with no pedestrians about, however there was CCTV so he is now worried he could get into trouble for dangerous/careless driving, is this possible if he was doing wheel spins and fast turns out with nobody around to be disrupted by it?
Could he get an nip through the post for this? It was a retail car park. |

I would be more concerned about a possible Section 59 marker.
If not observed by police and this was on private land, it would be very unlikely that any action would be taken. |

Is a retail car park private land? If opened to the public? Dangerous/careless driving apply on a road or "public place". If it's open to the public, then it's a public place. |

CCTV is unlikely to be able to pick up the vehicle registration. If those monitoring it were concerned, they'd probably have called the police. Whether the police would have attended would depend on how busy they were.
Expect nothing, but advise your "friend" to refrain from that kind of thing. He may pick up a private parking ticket if he was in the car park too long (some will give you only a few minutes outside business hours to discourage people using it for overnight parking/camping/because they can). |

Most parking contracts do not prohibit using an empty car park for such activities. Or a full one! But don't give the PPCs any ideas--they'll make it a £100 "parking charge" if they realise there's a few quid to be made...

There have been cases of people being observed by police on this board, doing similar things, but I don't recall any where they weren't stopped at the time.
