PCN in Westminster but parking suspension signage not clear

Husband parked in middle bay of a '9 bay' pay and display section. There are 3 'pay and display' street signs. One at either end (labelled 1 and 2) and one in middle (labelled 3). The one in the middle had no parking suspension signage only the 2 end ones. He assumed therefore where he parked under this sign it was ok.

He was given a PCN (as were all the other cars on either side of his). I went back a couple of days later to take full photos and one can clearly see how anyone parking in the middle next to the 'pay and display sign' with no suspension notice, would assume the bays were available.

Question is can I contest this as not all pay and display signs had suspension notices and it was totally misleading.

Post the council's pics. You should find them on Westminster's site. Also the PCN.

Use a site such as https://imgbb.com

On the face of it, you are entitled to rely on an unsuspended sign next to your car and if this is the case I would expect Westminster to cancel the PCN.

Sign 1 and sign 2 at either end of bays had suspension notices.

Well this looks straightforward. We have a confirmed PCN for suspension and no suspension sign on the bay sign by the car, as taken by the CEO, who must surely have realised this was wrong. In the challenge I would ask Westminster to confirm with the CEO that there was an unsuspended sign by the car.

It is possible that the suspension sign had dropped to the pavement but it must be visible.
