A UK national could be prosecuted for bribery under the Bribery Act 2010 once they return to the UK (as the Bribery Act has extra-territorial jurisdiction) so this is not an option.

Had that in various countries from India (200 rupee) to USA.

If you could show that the Chief Constable or his delegate who authorised the policy personally profited from speed awareness courses, you may well have a case. The staff who are just doing their jobs as instructed are unlikely to be liable.

The craven nature of most posters here is disgusting and enough to put me off my Cheerios.

Let me explain in terms almost simple enough even for rookies to grasp (given time, hints, encouragement and luck):

The Government is simply a large-scale Protection Racket. A Mafia, but dressed up cunningly enough to fool the 98% of low intelligence.

Everything else works to protect that.

Idiot coppers (there's almost no other kind, except for the crooks) are recruited with an upper limit on intelligence as they are one of the main lines of enfarcement for the Mafia. Having police capable of independent thought - unheard of almost anywhere in the world, and this is why.

If governments were benevolent, it would take a little of the sting away. But they aren't.
