Hello. I recently received (within the 14 day time limit) a notice of intended prosecution for doing 38 in a 30 zone. The speed limit had dropped and I didn't slow down in time.

Anything at all I can do? Or do I just pay, learn from it, and move on?

How had the limit dropped? New round signs, or was it a system of lighting and previoulsy it had 40mph round signs?
A google street view of thelocaiton is helpful if you are unsure

In the former case you would want to check that the TRO is inplace correctly - call the council highwyas dept and request a copy.
The latter, youre wanting to check the 40mph limit was correctly removed.

And if it was night time if the signs were illuminated if within 50 metres of a street light.

You should be offered a course as long as you have not done one for an offence committed in the previous 3 years, provided this was not in Scotland, failing that a fixed penalty.

More than 50 metres from a street light?

Nope, I believe "within" is correct.

Hi sorry for the late reply.

So I just went onto Street View and the speed limit had gone from 30 up to 40 then up to 50, then back down to 30, and it was illustrated by use of a round sign on each side of the ride. When I call the council for the TRO, how do I describe it? Is it in relation to the speed signs? Not sure how to phrase the question.

This is the sign denoting a change in speed, and the following picture is the sign before the camera.

Assuming you were travelling south on the A412, the fixed camera is about 1/2 a mile after the 30mph signs (which are very clear) and has been in place for years.... very unlikely it isn't properly covered by the TRO

But if you want to check the TRO, the contact information for the relevant deptartment (Bucks CC) is here:

Especially as there appears to be a system of street lighting, so no TRO is needed in any case.

Depends on how far the system of street lighting extends, there might be a TRO if the streetlights extend beyond the 30 limit.
