Did not receive initial Bus Lane Penalty Charge Notice

Hi guys,

Hoping you can help! Two months ago I visited Bath and got into trouble with bus lanes in the city centre. Thought nothing more of it but today received a Charge Certificate in the post from Bath & North Somerset Council for driving in a bus lane.
Not disputing my presence in a bus lane; I was lost and trying to navigate the busy city.
But I am now being asked to pay the full amount of £90, although this is the first letter I have received to my address.

Is there anything I can do? Where do I stand when it comes to not receiving the first notice (if there was one). I have tried to attach the document I received today but the photo is too large to upload! Please help!!
***UPDATE!** managed to upload photos of the letter! Apologies it looks wet! Counter top was wet when I took the photo! Arg!

First, wrong sub forum - hit REPORT and ask it to be moved

Secondly - when this finds its way to the council forum - you need al the info uploaded onto IMGUR or tinypics or similar, and use the IMG tags (in the list of "links", ONE will have IMG at the start and end) to have the pictures load directly into your post.

A google street view of the EXACT locaiton is needed as well.

Thank you, I think I’ve managed to upload the street view as well as the letter front and back!

Firstly, you should upload pictures to an external site, such as imgur.com or imgbb.com because we need to see them in a decent resolution.

Secondly, you're going to have to wait for the Order for Recovery to be delivered in the post. This will allow you to make a statutory declaration that will cancel the charge certificate, the council will then issue a new PCN and you'll have the opportunity to either appeal or pay the discounted rate, the process is explained here: https://www.trafficpenaltytribunal.gov.uk/w...ess-statements/ (scroll down to "Statutory Declarations" half way down the page).

Just wondering why I need to upload the photos if my action is to wait for a further letter to arrive.

Well you didn't need to at this stage, but that's not the question you asked. If nothing else we now know the location in question.

So I take it this is the bus gate you went through: https://www.google.co.uk/maps/@51.3825196,-...33;8i6656?hl=en

I'm not aware of any issues with the signage, which looks clear. When you eventually get a new PCN it's a good idea to get hold of the video so we can have a look.

Thank you for your help and guidance. As per my original post I’m not disputing that I was in a bus lane, my issue was that I didn’t actually receive the initial PCN. I’ll wait for the next piece of paperwork and take it from there. Many thanks.
