DCBL Legal letter on behalf of Highview Parking, 30 day notice

Hello,

On the 6 August 2021 I received a letter from DCBL Ltd (a blue one) regarding collection of an unpaid parking charge from August 2016.
Believing this to be a mistake or a mail scam I ignored it as I have never heard of the car park referenced in the letter. Besides I would have been at work on this weekday and during the times stated. I had previously never had any correspondence in relation to this before. This was the first I had heard of it.

Today I received a letter from DCBL Legal (a green one) giving 30 days to settle this charge I know nothing about.

I went to the Highview Parking Ltd website (Now GroupNexus), entered the PCN number under Appeals and this was the result:


We are unable to consider your appeal as the time limit in which you had to submit it has expired and as such, this matter has been referred to our Collection Agent.

I have never heard of Debt Recovery Plus who they claim are dealing with the matter yet I have a letter from DCBL who are a different company.
Anyway I know that I must submit a SAR but do not know who I should get this form from. Do I ask DCBL or Highview or Debt Recovery Plus?
I don't want to waste time going to the wrong ones.

I confirmed with the court that the case had been discontinued although I ended up having to go there personally.
Thanks for all your help over the months its much appreciated and its another one who is now better informed of how to beat these scammers.
It's a shame they are using the court system to scam people when they have no intention of actually going to court though.

It's a smart tactic though. After all of the bluster of debt collection letters and threats of legal action, actually start legal action. If just a quarter of people decide to pay the inflated £170 - and they probably inflate that further with interest and "solicitors fees" - they are making money. It's gamification of the legal system. Though the converse is that knowing that that is how they are playing the game means that just holding tight means they will probably drop the case, unless it is such a spam drunk for them - and that crucially the amount they will receive will cover their legal costs - that they will happily actually spend money on a solicitor.
