Stopping on DYL

This is a photo of Sudbury Town station.

What I need to know is, Can someone stop on the double yellow lines to drop off or pick up a passenger? Can one wait for a few minutes for the passenger to come out of the station?

More importantly, if the council issued a PCN for stopping/parking on the DYL's would a tribunal uphold or dismiss an appeal?

It is VERY important that I get a definitive answer to this question.

I have taken photo’s of the signs, it just say they will prosecute offenders. It doesn’t say what the penalties are

The second pic has a sign with a a disabled symbol - what does the text say?
