MK council issues Notice of Rejection of Challenge, My PCN Appeal has been declined: Please help!!! Options

This is an update on my first topic i posted:

In my appeal letter to the council i wrote:

To the officer in charge of parking,

Dear Sir/Madam,

I believe the penalty should not be paid and wish to challenge the PCN No: MK39941552 I have received with the code contravention 01 under grounds that the parking contravention did not occur as there are no single yellow lines which must accompany the time plate which indicates the hours during which the restriction applies.

I have attached 3 pictures which is evidence of this.

Thank you for writing to us.
We have carefully considered what you say but we have decided not to cancel your
Penalty Charge Notice.
You were given a Penalty Charge Notice for parking in a restricted area at a time when
you were not allowed to park there. The area in which you were parked is reserved
between 7am and 9.15am and cannot be used at all during these hours. This is shown by
a sign plate advising of the restricted hours.
These spaces have been created to assist those that arrive later in the day for work,
usually due to childcare commitments (although they can be used by anyone after
9.15am) to assist them in finding a parking space.
The PCN was a correct and valid issue and will not be cancelled.
The enclosed photos help to show why your Penalty Charge Notice was given.

You have these choices:
• You can pay the discount charge of £35.00 if your payment reaches us within 14 days of
the date of this letter.
• If no payment is made within this 14 day period, the charge will increase to the full amount
£70.00 for a further 14 days.
• You can formally challenge your Penalty Charge Notice by using a Notice to Owner form.
The vehicle's owner will automatically receive the form if the Penalty Charge Notice has
not been paid within 28 days of being issued. The form offers you the chance to formally
challenge your Penalty Charge Notice or pay the full £70.00. If you decide to formally
challenge your Penalty Charge Notice, please do not write to us again but wait until the
Notice to Owner form arrives.
How to pay
• online www.milton-keynes.gov.uk/payments
• by phone 0845 230 8855 (24 hours).
• by post Please make your cheque or postal order payable to ‘Milton Keynes Council’ (do
not send cash), write your Penalty Charge Notice number (see above) on the back, then
send it to Park Indigo, PO Box 6359, Milton Keynes, MK10 1EJ. Please enclose a
stamped addressed envelope if a receipt is required.
