from memory (not mine, once a web page is out in the wild its hard to get back) it went along these lines:-
One solution would be to pretend that I had the power to issue fines, then issue what appeared to be a fine, and send out various letters, some with red ink, threatening to take the Registered Keeper to court. The problem is that some of my staff aren't too bright, and every so often they actually issue a court claim, and then the judge tells me that I can't issue fines and I look silly. Never mind, there are more than enough stupid people who do pay up - just look at my personal income. and purported to come from someone with the same name as the hero of the story. it must have been an Excel minion who asked for it to be taken down, or the man himself maybe ?. -------------------- Which facts in any situation or problem are “essential” and what makes them “essential”? If the “essential” facts are said to depend on the principles involved, then the whole business, all too obviously, goes right around in a circle. In the light of one principle or set of principles, one bunch of facts will be the “essential” ones; in the light of another principle or set of principles, a different bunch of facts will be “essential.” In order to settle on the right facts you first have to pick your principles, although the whole point of finding the facts was to indicate which principles apply.
Note that I am not legally qualified and any and all statements made are "Reserved". Liability for application lies with the reader. |

No doubt once the ignorant masses (and a fair few PPC employees) have commented "yes, he should be fined" PPCs will use this to "justify" public support for their scams.
