Hi,

I'm after advice please. I'm disabled and have a blue badge. Having only ever had 1 parking ticket in the 10 years of owning a blue badge (and that was due to a parking attendant giving me wrong information when I first got my badge, I don't quite know how I've got 2 in 1 week). Today I have received another ticket from Crawley for parking in Cross Keys. I haven't ever been to Crawley before and drove past the full disabled bays and pulled into the side road heading to another car park whereby 3-4 other blue badge holders were parked on the double yellow lines on the opposite side of the road to a private car park. When I got back to my car I had another ticket, again code 01, yet I was sure I was 10metres away from the main junction and there was no signage anywhere to say I couldn't park there. Would I have been issued with the PCN because I was too close to a private car park junction even if I'm not causing an actual obstruction?
Also would the database for Crawley council show that I have a current PCN for Worthing and this go against me when contesting it? I haven't put an appeal in yet and am unsure how to go about it with the other ticket still open and whether there's even grounds for me to contest the Crawley PCN.
This has made me so afraid to park on double yellow lines now as I appreciate the hospital one was totally my fault as I was late and with the bad weather I didn't feel I had a choice on grounds of safety, but I contested it as originally I couldn't understand why I'd been issued the ticket from the written statement when I wasn't even in a restricted bay until I looked up the codes.
Now I don't know what to do with regard to the Crawley ticket. If anyone is able to offer help and advice it would be very much appreciated!

(I’ve edited this to remove the Worthing PCN as I didn’t realise they needed to be separate posts, sorry)

+1, if they don't cancel costs should be sought at the tribunal. If this sort of case starts costing them £72 a pop, they'll stop immediately.

It's all sent. Thanks for letting me know what I needed to write. We shall wait and see what they come back with.
In response to the two tickets I've started being ultra careful of where I park and now realise that actually as a disabled person you end up parking miles out as they've made so many more normal bays and not added any disabled that you actually end up further away. Kind of defeats the whole point of having the allowance of parking on double yellow lines given that the majority of bays are now only 5 metres from junctions. So according to their own 'in house' rules they will give most blue badge holders a pcn when parked on dyl as they are nearly always less than 10 metres away from, or opposite, a junction.

Use a bit of common sense, My test for myself is would I get a police ticket for obstruction? If the answer is I don't think so I park

Just had reply from Worthing council on my complaint to them:

Blah, blah, blah... we are stopping this policy with immediate effect and looking to co-ordinate a change to the county-wide policy!

(not that the policy was wrong or unclear, it was simply officers' interpretation)

Wait for the rotten house of cards to tumble and carry on...I see a 'do not contest' hoving into view.

Still pressing the county not only for confirmation of their enlightenment but a statement as to what they intend to do retrospectively where penalties have been pursued and received unlawfully.

The fat lady is standing in the wings and starting to clear her throat.

You're all amazing! Thank you for standing up for everyone needing help.

I've just had a response from Crawley BC cancelling my PCN so I think they have well and truly received HCA's letters loud and clear. It does sound as though they will still be taking photo's etc of blue badge holders parking opposite junctions and passing the information on to the police to sort out so I don't know if it will be a new rule in that they are allowed to effectively police for the police and pass on the information. I'm not sure if they can do that? Maybe I read it wrong? I'll upload the reply so you can see what you think.
