PCN not issued - printer broke - now letter

I got back to my car to find an officer serving a PCN. However when he tried to print it out, the handheld device didn't work and he couldn't print it. He spoke to his superior on the phone and said that the PCN had been cancelled.

A month later I have received a letter from Notts County Council saying that I haven't paid the PCN that was issued on the day (this is the first letter I have received) and I now owe double the fine as it was not paid within the first 28 days.

What grounds should I be using to appeal? Is the onus on me to prove they didn't issue it or them to prove they did? I don't have anything from the event itself and apparently they could have handed it to me in person but I have no proof they didn't.

Post what you have received - a notice to owner presumably.

Look on council site for any pics.

Of course you can make reps on this stating what happened. I expect their PCN system proceeded as though it had been correctly served from the handheld upload and wasn't cancelled properly (or not by mischief).

Put pics on https://imgbb.com or such like.

What would I be looking on the council site for pics of?

On what grounds is it best to make reps? I assume Procedural Impropriety as they never issued a PCN but apparently I have to quote the relevant article and I can't find anywhere that specifically covers this situation.

It is a Notice to Owner, I will try and post a pic.

They cannot serve a notice to owner without serving a PCN by affixing to the vehicle or handing to the driver in reps make this point and put them to proof that what you say is false and that if this goes to adjudication you will require the attendance of the CEO in order that they can be cross-examined by you

More than likely the council will fail to respond.

Are there any photos on the council website?

OK I have tried to look on the website and weirdly the PCN Number on the letter is invalid. In Notts they should all start NG and mine starts NQ. I tried replacing the Q for a G and that didn't work either. Does that mean anything??

You must post the NTO (or letter as you keep calling it) redact your name and address leave in everything else

Keep the web code redacted and your name and address but reinstate the rest. We don't care about your reg thousands see it every day and if the council can link back via the PCN
so if they find it they will only see why they need to cancel

Try the right website?
