The driver was not familiar with the area, saw other vehicles parked on the side of Surrey st (as seen in evidence), and turned down a road that turns out to be a pedestrian zone.
Here is gsv. There are clear signs that say pedestrian zone, but there is also a dead end sign indicating it is a road that vehicles use, as well as other vehicles on the road. Is there anything the driver can do to contest the PCN? Thank you for any help in advance.

OP----have a search on this site for other Surrey Street cases.
I cannot enlarge the PCN but if the camera shows your vehicle head on it is unlikely that a contravention which clearly states entering can be enforced.
