Hello Forum,

I'm looking for some advice on an abandoned Dropped Kerb close to my house.

Welwyn and Hatfield Council are using this as a money tree. During the 12 months to March 2019 35 PCNs have been issued for School Road EN6 1JN, 22 of them for code 27, most if not all of which I believe were for cars parked adjacent to this DK.

It was originally installed to give access to the Parish Hall and Church CP however as you can see from GSM this is no longer the case as the Entrance was moved to Thornton Road at some time in the 1950s.

I can see other posts referring to the Traffic Management Act 2004 however I'm unsure which section this relates to. There are no signs for a Dropped Pavement or Cycle lane.

I would appreciate any advice on an argument to defend a PCN or on how to force WelHat to cease issuing PCNs.

Firstly, do you or anyone you know have a current PCN?

Has anyone and the matter is now closed? How was it closed?

I need to know where you are in this and your motivation. Clearly the approaches available are different depending upon whether we're looking at challenging a PCN or whether it's a perceived wrong that as a community-minded citizen you want righted.

Apologies for my tardy reply, it has taken some time to find the PCN issued back in March. which my Daughter has already paid.

I do not have an outstanding PCN.

@hcandersen, my motivation is to try and prevent the council from using this individual DK as a revenue generation tool if possible.

See if you can get a prominent notice put in the parish council notice board.
