PCN when using a machine ticket AND Ringo

Hi Guys
This is my first time posting on this, I would really appreciate if someone could help me out (and if i need to post more information in regards to something please let me know).

Essentially the order of events was as follows:
- I used the machine to get a 30min free display ticket for my car
- When the time had expired, I was too far away to walk back so I used the Ringo app to purchase another 30min stay (note this cost 12p because of service fees)
- When i got back to the car I saw a council parking ticket (which I will attach a screenshot of), and this was given for the time I used the Ringo app, and not the initial display ticket time.
This was a PCN by the London Borough of Redbridge.
It essentially says:
Parked with payment made to extend the stay beyond the initial time.
Contravention code 07.
Then just the basics about time, vehicle, cost etc.

I think this is very sneaky by the warden, but do you feel there are grounds to appeal here?
Any help would be much appreciated.

V5C is your car registration document and all the enforcement documents after the issue of the PCN are sent to the address on the V5C. There is no V6C, I think, it is a typo. If you have moved and failed to update it, then eventually, you'll get bailiffs at your door as they are very, very, diligent in finding people.

So the NTO has still not be sent.


How would you know? Do you mean that you have yet to receive a NTO?

If so, then the issue is whether a NTO has been sent which brings in all sorts of issues:

Are you the registered keeper and were your details were up to date on the day of the contravention?
Have you moved recently?
Any problems with your mail generally?

At the top level, the authority have until 7 March to serve the NTO. I suggest waiting until then at which point contact them and ask what's happened as you've not received a NTO.

So I have just checked the PCN on council website. it has already been paid...

Has my leasing company paid for me automatically?
I'm confused

NOTE: The vehicle was under a business contract hire.

Well obviously we can't answer that, you'd need to check with them.

So after all this time and our urging you to check the V5C you now say you aren't the keeper and it's on contract hire.
