Councils are quickly wheeling out some new restrictions such as in Hackney. This is one of four new ones in the borough.

They still have to put in orders to close the street and consult on it, unless this was changed n the emergency legislation, of course.

Hackney says this one is an emergency order. I don't think there are any consultations - they are going in as experimental orders under an emergency provision (if that exists).

Experimental Orders remove the requirement for any kind of consultation before they are implemented. AIUI, the legitimate idea behind them is that they allow for changes within 6 months of implementation and therefore allow for informed consultation when the system is in place, as opposed to speculation regarding the effects before hand. Alternatively, it allows those in power to implement Orders on the plebs without having to pretend to listen to their views before hand.
